Description - The mission of these refuges and the Refuge System is to administer a national network of lands and waters for the conservation, management and where appropriate, restoration of the fish, wildlife and plant resources and their habitats within the United States for the benefit of present and future generations of Americans.

Recreation - The refuges offer opportunities for bird-watching, viewing numerous other types of wildlife, fishing, hiking and environmental interpretation, and simply enjoying nature. Climate - Thanks to California's generally mild climate, many recreation areas are accessible year round. Summer temperatures range from 100+ in the desert and Sacramento and Central Valleys, to a cool and often foggy 50 in San Francisco. The mildest weather statewide occurs in fall. Rain begins in late autumn and continues through winter in most areas. Winter brings heavy snow at higher elevations, particularly in the Sierra Nevada and other mountain ranges. Desert areas remain warm and coastal areas often experience mild temperatures during winter months.

California's National Wildlife Refuges are scattered throughout the state, however, many are concentrated in the Sacramento and Central Valleys.
